You can also use a glitch to get tons of lockpicks. You will get a message saying you can't do that. Then transfer them a single lockpick without leaving the pickpocketing menu and that one lockpick will transfer to the NPC and transform into how ever many arrows you tried to give the NPC.
You have to have more arrows than lockpicks to do this. For instance pickpocket an NPC. Try to place arrows on the NPC. Then place 1 lockpick in the NPC's inventory. Check their items and they will have lockpicks.
Exit and save. Then pickpocket the lockpicks from the NPC. If they catch you just reload. However doing that will add items pickpocketed to your statistics. It only works with weightless items that aren't quest items.

Well after you have some lock picks you can just duplicate them[it's easiest with the scroll duplication glitch] or just keep going through known bandit and goblin hideouts and you can sometimes get out of these with an upwards of lock picks if you explore the entire hideout and you typically get more picks if you go to the fort or ruins hideouts.
